"I Can't Let Go" by the Hollies". A truly transcendent piece of pop.
"I Can Do It" by the Rubettes. All my hip friends scorned this. They were wrong. I was right.
"I Can See For Miles" by the Who. A well nigh perfect record.
"Ever Fallen In Love With Someone" by Buzzcocks.
"Slow Death" by the Flamin' Groovies. The best song the Stones never recorded.
"Final Solution" by Pere Ubu. This oozes menace.
"Single Bed" by Fox. Another piece of pop beauty.
"Come Up And See me (Make Me Smile)" by Steve Harley And Cockney Rebel.
"Every Breath You Take" by the Police. Another very disturbing pop diamond.
"Eight Miles High" by the Byrds. A real game changer, this one.
"Strawberry Fields Forever" by the Beatles. Simply sui generis.
"Beetlebum" by Blur. So good.

Haircut 100: Love Plus One

In fact Pelican West is a collection of pop gems and has stood the test of time remarkably well.

Nick Heyward was a gifted songwriter; who knows what he might have achieved had he not succumbed to anxiety and depression.

Dead right I must dig the album out & give it a spin!
 
That's tough. The word 'pop' is subjective to me.
Off the top of my head:

At present, I'm haunted by New York by St Vincent (2016) - a cry of regret to a vanished lover. Heartfelt and contemporary.

I can't believe that with all the references to Abba, The winner takes it all has not come up. As much as I love The day before you came (my all time favourite Abba track), for 'perfect pop', the former takes the crown.
