EU membership diffused responsibility, and allowed ministers to push out policies that they might never have got through normal parliamentary process. And when it doesn't look good, well blame the EU. EU membership dilutes democracy in manifold ways.
Slight change to your last statement. "...EU membership *can* (or *may*) dilute democracy - if your own politicians are a bunch of Tories who need to shift the blame.
*Whatever* political systems you choose, you still need to elect the people who will do the job as the people need. The problem is the ensure you get the right people and transparency/accountability. Knowing the CoM makes decisions we then need to elect politicians who will report back on what actually happened. Not go shtum and finger point.
