The website and forum both work for me. Failure to ping or traceroute just means they're firewalling ICMP requests, which is pretty common.

Fair enough. In general, however, traceroute or ping on their own can't tell you whether a server is running or not, unless you know for sure ICMP requests are allowed (try pinging www.microsoft.com for example and it looks like it's not running, whereas it is, of course).
