I don't think so - it is simply an extension to UK customers of a deal that has been available to their (presumably more numerous) US subscribers for a few months now.

I’d argue the US is being heavily subsidised for obvious reasons. I don’t think unlimited high quality streaming for 15 quid a month even approaches rip off territory.
