The .pw domain is "Professional Web", bought from Palau.
I think that is is fairly safe to assume that there is nothing legit in that domain.

On iPad, I went into
settings> safari>clear history and website data
but still get the same thing every time I try to move around inside ebay. Any ideas?

As Simon G previously suggested - try using the Ebay app from the app store and so bypass your browser altogether and see how that goes.
