There's nothing on the ASA site and the one in 2020 was closed with no formal action after they changed the advert wording.
 
Tellurium is used in solar panels and China is trying to get as much of this rare element as possible, as rare as platinum.

No idea why anyone should add it to copper for cables - it just increases the machineability.
