Picture reduction by e-mail

I am sure somewhere there is a service that will return full-size pictures as thumbnails by e-mail, and some kind soul here posted a link, but I am damned if I can find it.

Can anyone assist ? A friend needs to shrink a couple of pictures.

Why not do it yourself? Any competent graphics app will resize a image. Try The Gimp - it's powerful, open source and free.
