Fountains of Wayne trivia question

Was listening to this last night, and am intrigued by the picture on the front cover. The CD is clearly USian, but the picture looks like it was taken in the UK. See:

Does anyone know where it was taken?

Joe, i e-mailed FoW and they replied that the photo was a library piccie from the UK, they didn't know where. Sorry!
