Finding replacement album covers

I have a nice copy of Waltz for Debby with no original cover. It seems likely that someone, somewhere must have a decent cover, but no vinyl (or unplayable vinyl), but what are the chances of finding that match?
Where would you start looking?
Do record dealers keep random covers on the off-chance that the vinyl turns up one day needing it.

Any thoughts?

What @fegs said. I've sometimes even seen people listing just the sleeve on Discogs.

Only thing I'd add is if possible to try and match it with a cover from the same issue.
 
I wouldn’t describe myself as a Dealer, but I do keep clean intact sleeves in case a record in better condition turns up.

For example -

the record skips, and is past it - the sleeve is great. So the record went in the bin today (no way will that scratch polish out…) but the sleeve will sit at the back of a record box.
