Apple dumbing down apps pre- vs post- MacOS Mojave?

I see no practical reason to run apple in a windows VM

Maybe you don't but others may well find it useful to migrate their old Apple system onto generic PC hardware such as my youngest and those that are familiar with the Apple environment but need Windows for a specific application. It allows for a pain free (well maybe less pain) migration.
