That fixit man does seem to be something of a moron.
Even a mechanically non functioning machine can be useful if it has the LED or flourescent peak reading meters.
In use with a Revox A77/B77 or similar, line up the meters on a tone at 0dB, then you'll get much better recording levels.

Those 'techniques' decks can be tricky eh.
