Try graphics specialists. They will do high quality prints for artists. Locally there are several I would be contacting, but I don't suppose you are anywhere near the North of Scotland.

Have you considered scanning the A3 as two A4s and then merging them in your photo editor ? Hardly a difficult operation as it just involves moving one of the pictures and probably a tiny rotation.
The places that work for architects and graphic artists should (should!) have a good A3 scanner. Find one where the operator knows what they are doing in terms of resolution and "weight" and format of the resulting file. Make sure the scanner is perfectly clean, specks of dust that do not show when they scan a document or diagram certainly will on a photo with large areas of grey or black.
A reprographic house is what you need, there used to be loads around but a lot died off with the advent of digital. Worth a Google to see if there are any still in your area though.
