Of course the NAPSC is just another (single) LM317-regulated rail, but run at +18vDC, not 24vDC.
Make your own choices as to how to supply it. A Hicap-a-like is gross overkill for maybe 100mA...
EDIT: (but since the NAPSC-supplied stuff, in both 102 and 82, has its 0v rail internally connected to the preamp's internal 'signal 0v' rail DONT use a SMPS wallwart. It WILL sound shit and ruin everything else. There reasons are subtle but real/demonstable/measurable.)
