Unbalanced outputs to balanced inputs

How can unbalanced rca input be converted to balanced xlr output?
The wyred 4 sound stp se preamp claims to do this

Are you talking about connecting an unbalanced RCA output (from a source) to a balanced/differential XLR input (on an amp), or the other way around?
 
unbalanced source output through rca into rca input on the pre amp then being converted into a balanced signal throughout the preamp. At least that's how I think w4s imply, but I could be wrong .

Wyred4sound states the STP is "fully balanced input to output", so the "conversion" happens at the RCA input plug. No extra components needed. Basically the first variation in this pic, but inside the preamp:
