Customs duty advice

I will be sending some panels to Schaeffer in Germany for machining.

I thought that all I needed to do, to avoid duty when they're returned, was to complete the CN22A form, specifying that the contents were a temporary export for machining.

However, Schaeffer said:
You are responsible for the import of your product.
To avoid import duties on your provided materials, you must declare your shipment as "inward processing" at the customs office.
Any costs incurred are to be borne by the client and will be invoiced accordingly.

Has anyone here been through this process?
