I saw these in Ulft, Netherlands—they look like some kind of array for dealing with electromagnetic radiation, perhaps?

Well yes— I thought they may be some kind of distributed telescope or radar.

And they are to do with electromagnetic radiation after all, so boo to you.

On a more positive note, Ulft is worth a visit—there's a great museum of European engineering there and a complex of arts facilities and restaurants.
