Actually I have no idea how old this is but a wild guess would be 60's?
The base is metal with a rubberised ring underneath so that it doesn't scratch the surface on which you place it. Plastic mic holder part ('SA8 Made in Austria') screws in via threaded bolt. You could attach other things to the base as long as you use the right size thread.
Looks cute but I have no use for it and it's been sitting in a cupboard for a couple of years so yours for the cost of postage, estimated at £5.
