The brilliant thing about USSR 2.0 propaganda is while it properly looks like insane drivel to normal people, propagandized Russians love it!
In a way, they respond very similar to the QANON cult.
And the "original" part of the message is a crude translation of a text originally written in Russian. Most likely from a set of dessiminated talking points to spread.

In the past, it seems possible that at least some atrocities were caused by Russians using old and imprecise systems (like the old naval missiles here) together with Soviet maps that simply didn't have any of the newer buildings and neighborhoods. Many others appeared to be quite purposeful.
When Putin is gone and the new government opens up military records for war crimes investigators, we will learn a lot more.

You have to understand that Russians hear daily they are special, "soulful" people, incapable of causing harm. They are simply "liberating Ukraine from Nazis," one shopping mall at a time.
There is even an expectation that in case of a nuclear holocaust, they will go to heaven while people in the West will "just croak."
They believe these horrific war crimes are eleborately staged movie sets with large numbers of "crisis actors" and "fake journalists."
In cases when it's impossible to deny the obvious killings, they are told "ukranazis" killed them to make "our boys look bad."
Sometimes both explanations are used at the same time. Great majority of the target audience accepts them, even if mutually exclusive.
For example, when Russian separatists shot the Malaysian airliner with a Russian supplied missile, Russian propaganda simultaneously claimed it was shot by a Ukrainian missile, a Ukrainian fighter jet and also the bodies were "not fresh" (i.e., corpses planted on the plane). Photoshopped "satellite photos" were shown and Carlos, the "Spanish air traffic controller" who "saw everything," was interviewed.

That's a great example.
To a normal person, Lavrov's statement is farcically absurd. But to the propagandized Russians, who have absorbed official "double speak," his statement is much more "nuanced." They will remember recent Putinism that, like Peter the Great, he is "returning Russian lands."
Ukraine, you see, just "borrowed" Russian lands at some point in the past. So Russia isn't "invading Ukraine" but "returning what's ours." And that will make impoverished Russians feel like little "Peterlets" for a few minutes.
