Ah - most likely I've misunderstood.

I thought BM was mocking Trump for an unintentional/random 'benefit' of his chaotic administration.
 
Started watching the House Of Cards box set, wish I'd seen it last year when it might have seemed more of a stretch.
 
I saw a quote from a Trumpite somewhere that said that Trump is in fact well organised and that he only appears chaotic "to confuse his enemies". I thought the use of the word "enemies" (as opposed to merely "opponents" or "rivals") was an interesting reflection of the Trump (and indeed Republican) mindset.

Yes, the government (allegedly) conspiring with a large media corporation to promote a conspiracy theory that undermine its political opponents is indeed Orwellian.

I'm no fan of the USA's litigation culture, mind you.
