England will underperform as is the norm in the Euros. Really not sure why Southgate has taken Maguire or Hendo as neither are match fit. Also not sure regarding the total fitness of Kane or Rashford. Sterling has been off the boil for months. If everyone was firing on all cylinders then yes we would be a fair prospect.

France, Belgium, and Italy look pretty decent, and never write off the Germans (who just put 7 past Latvia, whilst we managed a penalty win vs Romania)
