If the belt is slack boil a small saucepan of water. Drop the belt in when it is boiling vigrously and pull it out after a couple of minutes. Affeciandos then drop it in a plastic bag containing talcum powder. Optional stage. it tightens the belt a touch so it won't slip
I once saw a belt on a TD 150 very neatly made tighter by pinching a small part out and sewn up so the pinched bit was on the outer side of the belt and the inner bit ran smooth as you like.
