Record cleaning fluids - audible residue?

I have seen a lot of those ripple covered records.
As far as I recall, it doesn’t clean off, but doesn’t always mess up the playback..
Always looks like a reaction to the poly inner sleeve to me.
Unless something special I either chuck it in the bin, or sell for £1.
I've encountered the odd record with a grey haze from liners or plastic sleeves out gassing but this was almost like a crocodile skin pattern - I'm guessing from crinkles in the poly liner - which made me wonder if it was a Permastat coating reacting with the liner.

I usually see it on 1950’s 1960’s albums, but I think it is the poly inner reacting rather than those albums having the Permastat treatment. like you say, the crinkled up inner printing onto the vinyl surface.
