sorry for the boring question, but does anyone know if vat is charged on passports? nothing is mentioned here on the government website.

Caveat: I haven't looked at the Annex, or the legislation in question, but my initial reading of this would be that, unless the activity would distort the market if done VAT-free, or is otherwise listed in an Annex as taxable, most of what government and the public sector does isn't VAT-able.
