Naim Hicap regulator fails?

I have an old Hicap which looks fine internally
Logo lights but regulator outputs measure 60mV and 0V
Across the capacitors 37V and 39V which seems right

How do I fix this? Just a new Regulator?

It's been a while since I looked inside a Hi-Cap, but I believe there should be two regulators in there, each measuring 24V. I suppose both may have failed, but perhaps it's a wiring issue between the caps and the regulation boards.

Probbaly the tants on the output of the regs shorted, replace all 4.
