I’ve always thought the actor was trying desperately not to laugh there. And in that shot it looks more like a baby Gorn than a rat (mentioned entirely in an attempt to ingratiate myself with @Joe P, who can’t possibly know as much about Fawlty Towers as he does about Trek.)

I was given some spuds by an allotment member , he dug them out of the ground for me.
