Is it now a fashion to show them off. I’ve seen 4 people in the last fortnight wearing them. 1 was in shorts the other 3 had tracksuit bottoms or jeans on, deliberately pulled up to show the tag.

What might be new, perhaps, is that more people are wearing them. I think there's some pressure to do early release from prison to free up jail space for newly-convicted crims, so perhaps some of those approaching the halfway point of their sentence are released early, but subject to tagging?
