IIRC, the speed sensor was like a tape head that read a "signal" just inside the platter rim. Make sure that, if this is the case, that the head hasn't been dislodged in cleaning, or become fouled up with dirt over the last thirty years or so.

My Dual 701 does this on occasion. Rather than strip the thing down I give the motor control board clear plastic cover a rap with my knuckles and it seems to fix it for another year or two. One day it won't and I'll be in real trouble...
