I think it varies wildly. In my current experience Kings Lynn Borough and Norfolk County Council all use emails well and respond quickly to/with them. Theya re also pretty good at getting things done.
Lambeth and Southwark Councils in London may as well not bother as they rarely respond to emails, but then again they rarely answer the phone either unless you call a 'pay my council tax' line. Mind you having to speak to up themselves Londoners when they do would probably put me off
