I've started using the Barbican library.

It has a specialist music section with one of the largest CD collections of any London library with the emphasis on classical and jazz. There is also an extensive sheet music collection, music journals, a large music-related book collection and two electric practice pianos (with headphones! Shh!).
It's a City Of London library but I believe membership has been extended to anyone in London. I turned up with a utility bill and joining took five minutes.
