Balancing a tone arm help please!

Hi all you knowledgeable people
I have recently bought an Audio Technica LP2X for my wife and we cannot get the tone arm to balance.
I'm turning the weight as instructed, but the arm doesn't move up at all.
Am I doing something wrong, or could it be faulty?

Can't you push the weight forward (gently)? Can you remove it to check how it works?
