Much easier to grade a school by exam results than by other means. All boxes ticked, everyone up the chain to DoE gets a pat on the back.

Sounds like everything is good as long as no-one failed a test or dropped down dead.
Therapeutic Use Exceptions seem fine as long as you have the paperwork. Even if you don't need the drugs for health.

It amazes me that established athletes , who have been training hard all their life, go to Oregon and all of a sudden are unbeatable.
It's not like they are still developing physically at a younger age where improvements will always happen , up to a point.
I'd like to know what would build such a step up in performance so quickly.
