Quad 405-2 C7 C20

On the 405 405-2 boards, C7 and c20 are shown as capacitors on all the circuit diagrams i see, yet on the boards (I will try and add some images) they are both more often than not resistors. Its a puzzle but perhaps not an issue, I am modifying a couple of boards and didn't want to take out the C7 resistor without understanding why it was a resistor in the 1st place

Some caps on Quad 405 are tubular ceramic with banded colour code and may be mistaken for resistors.
