As Officers of the Court I would think they could not be denied, escorted, entry into Downing St itself. They can be denied access to number 10 though.

Bailiffs do not have right of entry. Sheriffs do.

There are different categories of "bailiff" each with different authority. I assume those enforcing a CCJ would be County Court appointees? Stopped at the Gate or stopped at the door - equally newsworthy.

That's the one, and as the main guy keeps telling everyone it's not the big sums of money that get you, but the small fines and fees which keep adding up and then the whole house of cards comes down around your ears. Fingers crossed

My own take on that is he has taken out a 'super injunction' against a former employee just like Cecil Parkinson did but forgot that it works both ways which is why he cannot confirm the number of junior BJ's roaming the planet.

I like that thought. And it has a ring of credibility. Not a details man,our Boris, and that little detail might well have eluded him at the time.
