Is it possible to isolate a flat from neighborhood's noise?

Room in a room is the only way to go. You can use ad hoc panels on walls and roof, but benefits will be limited, at best. Good luck.
 
Try some Townsend isolation platforms or bars under your speakers. Amazing pieces of kit
 
How about active cancellation?
Someone needs to develop the sound cancelling headphone idea into portable active speakers installed in the floor space/ceiling....

Now...Could you recommend an expert who could take on this job? You know how it goes, I might have all the right materials and plan but if I don't have skilful worker to put it together it will all go to waste.

In the late 70s early 80s i lived in a flat in Wandsworth London.
Had a great couple in the flat below.
I could play my music loud into the night with no problems.
My mother came up to stay for a weekend and slept on the pull out sofa bed in the lounge.
Met them on the stairs coming home from work on the following Monday.
They both said what the hell did you have up there over the weekend making that noise?
My mother would of won gold if snoring was a olympic event.:D
