    I should add, some people are not sensitive to what their cars are doing. My wife wouldn't notice if one tyre was 10psi down, I imagine many others are the same, in the way some people wouldn't notice a speaker being out of phase and conversely most people here would instantly recognise it.

    There is something deeply flawed about the concept of taxing people in order to modify behaviour. Essentially the message is: We don't actually care about congestion/pollution, we'd just like to make some money out of it. It's the moral equivalent of giving out fixed penalty charges for rape.
