To work the dac has to be usb class 1 compliant.. This also means a max rate of 96khz.

It has to be USB1 compliant, like a dragonfly, any DAC that needs drivers won’t work on an ipad. I use a dragonfly to stream Qobuz to my system and it’s awesome,. Just get one of them.

If your video is lagging behind the audio then you're in luck. Most issues I see are the audio lagging the video.... for which there isn't a lot that can de done. There should be a setting on your TV to allow you to delay the audio by varying steps to sync them up.
