Hammer and impact are two different things, hence my original question. Hammer action works in the direction of the drill bit (in and out) while impact works in the rotational direction. Impact is thus used for torque on fasteners (hence the reference to decking and framing by @sq225917)...

Do you mean impact or hammer? I'm not aware of a combined impact driver and drill but then there's plenty of things I don't know!

Surely that implies you think the technology should progress as quickly as possible rather than being stopped? If the systems can ever be shown to be safe enough to allow drivers to read Whatsapp and the like then having a safe system to take over and keep attention on the road has to be right...
